Sacramento City Council Votes to Pay Gang Members Not to Kill PeopleThe Sacramento City Council is instituting a so-called "Advance Peace" program to pay gang members not to kill people.
The $1.5 million program will provide gang members with a $1,000 a month stipend to "remain peaceful." It will also provide them with free job training and schooling.
