The Seventh Circuit US Court of Appeals set that precedent last week in dismissing charges against Gregorio Paniagua-Garcia, a man who glanced at his phone while behind the wheel on September 27, 2014. Under Indiana law, it is unlawful to use a cell phone to type, send or read a text message or e-mail while driving. All other uses of the phone are perfectly acceptable.
