VIDEO: Cop Punches Wheelchair-Bound 50-Yr-Old Repeatedly In Face

Chris | InformationLiberation

Duluth Police officer Richard Jouppi, 34, was caught on video decking a 50-year-old intoxicated wheelchair-bound man repeatedly in the face. The man who was taken into a detox center was being ordered to take his jacket off, he mouthed off about throwing his jacket at a female bookkeeper. When he went to take his jacket off the cop placed his hands on the man, as the cop used progressively more force, the man eventually swatted at the cop's face, the cop responded by unleashing a torrent of entirely disproportionate blows on the wheelchair-bound man's face.

The bookkeeper, who was completely shocked, almost intervened in a Regina Tasca-esque moment stepping towards the cop and saying, "Dude!"

The cop immediately responded saying, "Shut up! Back up! I'll arrest you too!"

After the shocked bookkeeper backed off, the cop scolded her saying, "You don't think people in a wheelchair can assault people?"

"Yeah, but.."

"Turns out he just did."

It also "turns out" the cop has a history of complaints against him, and he had just signed a "last chance" agreement after he was caught tipping off a friend he was being investigated for criminal sexual misconduct.

The cop may reportedly face misdemeanor assault charges in relation to this incident. His lawyer has responded by attacking the wheelchair-bound man's character.
“This is not a helpless guy in a wheelchair,” [Minnesota Police and Peace Officers Association Legal Defense Fund attorney Fredric Bruno] said of Jackson on Friday. “He had trashed his room in the public facility he was living in. He was taken forcibly to detox and alluded to the fact that he had a .38 pistol and a .45 pistol. He punched Officer Jouppi, disorienting him. He was a subject being subdued. He’s (Jouppi) got some concerns about him. The guy (Jackson), at a minimum, should have a disorderly conduct at the facility, probably a terroristic threat against detox staff and probably a fourth-degree assault against Officer Jouppi. He’s not exactly a sympathetic character as he’s being portrayed.”
Watch the video and judge for yourself who was acting "terroristic."

208100 That's not a peace officer.

All the police officer had to do was simply "back away" from the wheelchair arrestee, and state not to resist further and cooperate. Obviously the suspect does not have use of his legs and cannot gain any form of a "foothold" to get any defensive posture or advantage.
I am retired Navy and have had to serve security/police detail, from time-to-time. It goes with the service requirements. The wheelchair arrestee is definitely not a threat. So, why is it necesarry to hurl 5 puches? Common sense should prevail.
If the arrestee did claim that he possessed a .38 and/or a .45 he must have had to have been disarmed before being processed in detox.
Bottom line, fire the cop. He is obviously and "angry" cop with other issues. Either that or a supeeriority complex! Get real!

24209 The mentality of people who become cops is the mentality of a high school bully. It's always a City Cop that behaves this way. SCREEN THESE PEOPLE. We need the same restrictive hiring practices of State Troopers for our city cops.

98248 this is angry cop . he just broke up with his girlfriend or his wife , or whatever reason you can not knock out a wheelchair man like this , if this cop feel like the wheelchair man can assault him or threat him someway , he can pepper spray the wheelchair man , you don't need to knock him like three times until on the ground .i wish the wheelchair be fine and the cop got what he deserve . another word . FIRE . .

172222 I thought he was completely disable, he was drunk and maybe should have been detained but not beaten up.

20854 Unreal! Not to much to say

7149 This is without a doubt excessive force.

The cop is entirely in the wrong with how he responded to the mans fingers pushing his chin. As for the cop claiming to be "stunned" by the old mans punch, thats complete BS. The video clearly shows that he was hit with the force of a 4 year old girl.

If thats all it takes to stunn the wreckless loser, than he needs to work in a plastic bubble somewhere.
