Cop Charged With Assault For Strangling 9-Yr-Old Sister

After getting in an argument with his 9-year-old sister, 23-year-old Woonsocket police officer Patrick Cahill, according to a police report, grabbed and dragged his 9-year-old sister by her hair, then "put his hand around her throat and began to strangle her," reports NBC's Turn to 10:
According to a police report, the girl says she and her sister were watching television at Cahill's father's house with the officer when she asked to go outside.

The girl said Cahill began yelling at her and she ran upstairs and outside. Once outside, she tried to go into a car in the driveway to get away from Cahill because he was chasing her.

According to the police report, the girl said that Patrick grabbed her by the hair, and pulled her back inside the home. Once inside, the girl said she was thrown on the couch where Cahill put his hand around her throat and began to strangle her.

According to the police report, the girl said she was crying and when Cahill let go, she had trouble breathing.
The cop was already suspended with pay for unknown reasons at the time these charges were filed, he has since been charged with felony assault and suspended without pay.

7414 Maybe PTSD and psychotic behavior is inherent in all police with more than a few years on the job. Like a soldier. Maybe all police everywhere should have 1 or 2 year "tours" maximum, then thank them for their service and get them the hell off the street before they become a danger to the public.

Except police are trained to be a danger to the public, from Academy days. They should never be allowed on the street in the first place.

75136 I believe assault is when your actions threaten someone. Battery is when you physically attack them.

So he strangled someone and that does not qualify as battery?
