 The Russian Army has a right to make pre-emptive strikes on terrorist bases, including those located abroad, Russian Defense Minister and Deputy Prime Minister Sergei Ivanov said Tuesday. “Russia has always held, and continues to hold, that we have the right to use pre-emptive strikes, if we are 100% certain that terrorist attacks against Russia or Russian citizens are being planned.” Ivanov was quoted by Prime Tass as saying Tuesday at a press conference in Moscow.
