 Auditor Says Civil Rights May Have Been Violated Police in Santa Cruz received strong criticism from an independent auditor hired to look into the department's undercover operations. A group called Last Night has accused police of spying on members as they planned a New Year's Eve parade. Last month, an internal investigation found the surveillance was justified and legal. But an independent auditor said it appears police violated the civil rights of parade organizers.
