The family of a 14-year-old teenager in New York City is alleging police brutality after their son crashed through the window of a hookah bar. Police say Javier Payne tripped and fell into the window after being handcuffed, but the teen's family asserts police pushed him. Officers were arresting Payne for supposedly assaulting a bar patron.
