House, Senate Reach Deal On Patriot Act

WASHINGTON -- Congressional negotiators have reached agreement to extend key provisions of the nation's most important anti-terrorism law -- but one senator plans to try to block it.

Wisconsin Democrat Russ Feingold said the bill doesn't include "adequate safeguards" for civil liberties.

Feingold was the only senator to vote against the original version. He's warning of a possible filibuster.

Senate Judiciary Committee Chairman Arlen Specter said the deal calls for four-year extensions of two critical provisions of the act. They cover roving wiretaps and secret searches for books, records and other documents.

Specter said he doesn't think a filibuster will succeed if there is one.
