Report: Police negligence, lies contributed to Miami Beach ATV crash

On July 3, one of the busiest holiday weekends in Miami Beach, a string of police commanders, supervisors and police officers went off the radar for hours at a time, arrived late, left early, lied about their whereabouts, collected money for hours they didn’t work and altered time records — actions city officials say ultimately led to a near fatal ATV accident involving a Miami Beach police officer who had been drinking on duty.

The internal affairs investigation into the crash, portions of which were released Tuesday, showed a massive breakdown in command, gross negligence and neglect of duty — with supervisors and commanders looking the other way as officers on the midnight patrol were given free rein to party in uniform and on duty until the wee hours of the morning.
