ROCKLIN, Calif. -- Some witnesses are speaking out after cell phone video posted on YouTube shows Rocklin police officers using force during an arrest at a New Year's Eve party. [...]

Witnesses claimed police pushed Banks' head underwater in a fountain.

"He was face-down, unconscious in the fountain and they were still using force on him," witness Amber Harlan said.

Two witnesses who spoke to KCRA 3 said they did not see Banks resisting arrest.

As of now, Rocklin police are not investigating their officers' actions further because they said nobody has filed a formal complaint.
