 CENTER — Charges have been filed in Saguache County against Center Police Chief LeRoy Torres and Officer Carlos Dean Heredia. The initial incident allegedly involved Heredia repeatedly using a Taser on Jaime Aguilar during an alleged domestic violence call. [...] According to court papers, between Jan. 1, 2010, and March 31, 2010, Heredia used a “threat, act of harassment, or act of harm or injury to a person or property directed to or committed upon a witness or victim of a crime” that was a potential witness in court.
