Government is force, government comes out of the barrel of a gun, government is the raw exercise of power over random people within a stated territory.
This goon is abusing a random stranger, no one else in the society would ever even think of doing such a thing. He wears a costume and hides behind some myth of being a defender of law and order, so therefor he thinks abusing random strangers is A-OK. That's the real problem here, we've given insane control freaks a total monopoly on "law and order."
These type of things are inevitable under such absurd circumstances, they'll only stop once the state is thoroughly delegitimized in the minds of the people and these goons are viewed for what they are, a gang of thugs in costume.
