The money is going to come from Mexico either directly or through tariffs or taxes on remittances. There's nothing they can do to avoid it. If they simply stop interacting with the US and call their citizens home to avoid the payments, that's all the better as the wall will pay for itself due to money saved not having to pay for their welfare.
