Chicago Cops Buy Sound Cannon "To Provide Protesters With Public Safety Messages"

Chicago cops want to make sure they're communicating clear "public safety messages" with the folks congregating to protest the upcoming NATO summit, that's why they've just spent hundreds of thousands of dollars on an LRAD sound cannon.

This week, Occupy Chicago welcomes allies from around the country and the world as they descend on the Windy City to protest the weekend’s NATO summit. The Chicago Police Department is ready: Not only has the city passed strict new protest ordinances, but it’s been stockpiling serious riot gear in anticipation of conflict with the protesters.

According to a report from the Guardian’s Adam Gabbatt, in recent months the Chicago police have spent over $1 million on riot equipment, including purchasing a controversial LRAD (long-range acoustic device) — a sound cannon designed to cause extreme pain to those in its path.

The Chicago Police Department is pitching the LRAD largely as a means to communicate with large crowds:

“This is simply a risk management tool, as the public will receive clear information regarding public safety messages and any orders provided by police,” Chicago Police spokeswoman Melissa Stratton told the Guardian.

However, during its first outing at a U.S. protest, during the G-20 summit in Pittsburgh in 2009, police blasted non-lethal sound waves from the device as a crowd deterrent. Unlike firing tear gas or swinging batons, deploying the LRAD does not create a dramatic media spectacle; indeed, videos from the Pittsburgh protests capture the LRAD emitting little more than a high-pitched siren. Those within the sound cannon’s range, however, have described immense pain and severe headaches and — in some cases — irreversible hearing damage. LRAD Corp., which produces the weapon for the military and domestic policing, said that anyone within 100m of the device’s directed sound path will experience “extreme pain,” according to Gizmodo.

Militarized Red Zone
Starting May 1st, a full three weeks before the NATO Summit, the Federal Government will be setting up a Militarized Red Zone in the streets of Downtown Chicago.

FOX Chicago News was first to report Friday that the people living in the 17-floor Library Tower building at 520 South State Street were warned in a letter from condo management that "we are STRONGLY recommending that all residents find places to stay during the conference from May 18 through May 21."

The Red Cross and local government are preparing for mass evacuations of thousands of residents in case of a “national security event”, barricades are being set up to control traffic in and out of the city, city highways and streets are being completely shut down to restrict any non-official access, mass detention centers are being prepared to hold hundreds of detainees, and heavily armed security teams will be deployed weeks ahead of the summit to acclimate residents to the militarization of their city.

“The American Red Cross in southeastern Wisconsin has been asked to place a number of shelters on standby in the event of evacuation of Chicago,” reads a recent email sent out to Milwaukee-area volunteers of the emergency assistance organization. Chicago’s WLS News reports that the email states that the reason for stand-by is that the NATO Summit “may create unrest or another national security incident.”

Detention Centers
It’s been reported by the local media, that Cook County Sheriff Tom Dart is devising a strategy to deal with large-scale mass arrests during the NATO Summit meeting. In fact, the Chicago Sun Times is reporting that the once abandoned Joliet State Prison may be reopened as a mass detention center for NATO.
Joliet prison is about 40 miles from Chicago and can hold about 1,300 prisoners. The Sheriff is also reportedly looking at building tents in the yard at Cook County Jail.

72223 "Chicago" is a song written by Graham Nash for his solo debut Songs for Beginners. As a single, it reached #35 on the U.S. Billboard Hot 100 chart.

The song refers to both the riots at the 1968 Democratic National Convention in Chicago, as well as the trial of the Chicago Eight, where protesters at the convention were charged with intent to incite a riot. The first line of the song: "So your brother's bound and gagged, and they've chained him to a chair" refers to Bobby Seale,[1] the defendant who was gagged and bound to a chair in the courtroom following repeated outbursts. On Four Way Street, Nash dedicates the song to "Mayor Daley".

The line "Won't you please come to Chicago just to sing" refers to Nash pleading with band mates Stephen Stills and Neil Young to come to Chicago to protest the Chicago Eight trial.
