"Don't want to get too specific, but they are supplies that are held for contingencies (disasters etc.) in the US. There are much better ways to go about it though, such as DPP. There are warehouses full of this stuff for every government agency in every state in the country, doing the same thing. We throw around 12 million in the trash every year just at my one shop out of hundreds." |
