Cop beats man with flashlight, falsely charges him with "disarming a peace officer"

The incident took place between Officer Dale Frazier and Donovan Tanner around midnight on St. Patrick's Day this year. According to police, a commotion broke out at bar and police saw Tanner and another man walking away and approached the two.

In the following confusion, the deputy's dashcam video shows the officer hitting Tanner at least five times with his flashlight. Deputy Frazier later said that Tanner had grabbed his flashlight with the attempt to disarm him. [...]

Originally, Tanner was charged with disarming a peace officer. “After reviewing the video, we determined it was appropriate to dismiss the charges,” said Chief Deputy District Attorney, Dustin O’Brien.
