Williams cuffed the woman outside and told her: "I think you're sexy as hell," she told investigators.

He looked at her driver license photo and told her "it did not do her justice," the report says. He asked where she had tattoos and repeatedly asked to see one on her lower stomach, something she refused to show.

He was driving about 70 mph on the Polk Parkway and exited on Thornhill Road. As he drove, he turned around in his seat and shined a flashlight on her. He began to swerve, so he pulled over onto the road shoulder.

Williams opened the woman's door and shined the light again, asking to see her stomach tattoo. She refused. Williams "stood up and grabbed his crotch and positioned himself in the doorway," the report says.

The woman asked to leave, and Williams drove her to jail. He asked the woman not to report his behavior for fear of getting in trouble.

A second investigation into Williams began Aug. 12 after he pulled a woman over for not stopping at a stop sign the month before, the report says.

The woman said Williams asked her if she wanted a hug when she started crying.

"I didn't want to give him a hug, but, I just felt like I should," she said. Williams then asked if he could follow her home.

She went to a McDonald's restaurant drive-through first, then Williams followed her home and walked her to her door. Then she asked for her license and registration back.

The report says Williams opened his shirt and asked her to pull her belongings from his protective vest.

Williams asked to come inside, but she told him she was going to bed. Then he asked for her number.
