A Mexican businessman who refused to pay local federal police protection money and claimed he was kidnapped and tortured as a result was found killed in his home Thursday. The businessman had allegedly reported the officers and 10 of them were arrested and indicted "on several counts of extortion, kidnapping, injuries, abuse of authority and possession of heroin and marijuana."
