A Mexican businessman who refused to pay local federal police protection money and claimed he was kidnapped and tortured as a result was found killed in his home Thursday.

The businessman had allegedly reported the officers and 10 of them were arrested and indicted "on several counts of extortion, kidnapping, injuries, abuse of authority and possession of heroin and marijuana."

From The El Paso Times:
A man thought to be a businessman who accused 10 federal polices officers of kidnapping and extortion in September 2011 was killed Thursday night in his home in Juárez.

Officials identified the victim as Eligio Ibarra Amador, 62, but they could not confirm that he is the one who reported the federal police officers.

But Gustavo De la Rosa Hickerson, the ombudsman in Juárez for the Chihuahua state's human-rights commission, said the victim was the businessman who brought the accusations against the officers.

Ibarra was found in his home in the Margaritas neighborhood in the northern part of the city. Officials said 70 percent of his body had been burned.

[...]Several days after Ibarra accused the officers, he told NorteDigital, an online publication, that he had received threats and was afraid for his life. He also said he refused to get any kind of protection because he couldn't trust the police.
