The Las Vegas Metropolitan Police Department has an acute public relations problem: Officers in its employ routinely murder and mutilate innocent people. The established review procedure for police killings is at least as predictable as a Zimbabwean presidential election. Former Nevada District Court Judge Don Chairez, has described the Clark County Coroner’s inquest process as "a search for justification of an officer's actions." Since the procedure was introduced in 1969, hundreds of lethal force incidents have been reviewed by a seven-member jury.
