Police [or rent-a-cops] shoot wildly at a couple fleeing from a hit and run. A Texas police officer was recently fired for doing similar, unfortunately I'm unable to find any back story to this video at this time.
Update: It's not entirely clear if these are cops or rent-a-cops, the woman in the video screams curses at them calling them cops, also the few seconds you see in the beginning shows the "cop" wearing what strongly appears to be a police uniform, including a shiny rectangle name tag and a visible badge. Nonetheless, it is entirely possible these are rent-a-cops as some people are suggesting, unfortunately there is still no back story so it's not entirely clear.
Update II: I think I may have found the original video (now embedded above), it's on youtube and has almost no views, according to the liveleak poster it says it occurred on October 2nd, though the liveleak video was only posted a day ago, this youtuber actually uploaded his video on October 2nd, it's titled "Damn wanabe cops shooting up at mx bar" it appears from other posters on this Houston forum they independently determined it was at MX bar (seen here on Google maps) as they noticed the buildings in the background.
