A narcoleptic with a legal prescription for methamphetamine made the mistake of attempting to swallow his medication during a traffic stop for running a red light. Police intent on recovering the drugs he swallowed proceeded to viciously punch him eight times and taser him twice, all while demanding he "stop resisting" and ordering him to "spit it out." The Salt Lake Tribune has the back story. While the man swallowing the drugs was certainly suspect, beating the hell out of someone to recover a small amount of chemicals is a far more criminal act than someone consuming said chemicals for their own personal enjoyment, though in this case it was an entirely legal prescription medication. Consuming drugs is a victimless (non)crime which hurts no one but the user themselves, that is, if it hurts them at all.
