Pennsylvania Police Brutally Beat a Man to Near Death for Not Pulling Over

This one is so bad, you will not believe it.

Mr. Leone, the victim in question, has bipolar disorder, and became confused when a police cruiser tried to pull him over for no reason.  In his mind, he hadn’t done anything wrong, so he thought the police were going to some other emergency.  Again, Mr. Leone had done nothing wrong to warrant being pulled over.

The police were attempting to pull him over because his vehicle matched the description of a vehicle involved in a minor fender-bender that had occurred earlier.  So even the police acknowledge that he had done absolutely nothing wrong to warrant being pulled over.  It also turns out that the police never filed a report about that fender-bender, which calls the veracity of the fender-bender story into question.  All evidence points to the police going on a unhinged rampage because the slave *cough*, I mean citizen, did not immediately pull his vehicle to the side of the road.

For his grievous sin of not pulling over, Mr. Leone was beaten into unconsciousness.   All evidence suggests that Mr. Leone was fully compliant with all other orders that were given to him.

The video is so long because he was beaten repeatedly, AFTER he was hogtied and in police custody, so there is a lot of information to cover.

213251 Every time some one does not stop for the police it ends in a beating. That is normal operating procedure. You do not comply and obey, you will be beaten and jailed until you do.

They were brutal and excessive and unbecoming, but ...

Pennsylvania statute: "Upon the immediate approach of an emergency vehicle making use of an audible signal and visual signals [...], the driver of every other vehicle shall yield the right-of-way and shall immediately drive to a position parallel to, and as close as possible to, the right-hand edge or curb of the roadway clear of any intersection and shall stop and remain in that position until the emergency vehicle has passed [...]"

New York statute: "Upon the immediate approach of an authorized emergency vehicle equipped with at least one lighted lamp exhibiting red light [...] and when audible signals are sounded from any said vehicle[...] other vehicle shall yield the right of way and shall immediately drive to a position parallel to, and as close as possible to the right-hand edge or curb of the roadway, [...] shall stop and remain in such position [...]"

So first of all, Mr. Leonie broke the law, because he's REQUIRED to stop whether "guilty" or not; in either state.

Now, when you break the law, you annoy police officers and give them excuses to exercise authority. When you hit your head with a hammer, it hurts. In the case of the hammer, if you don't like it hurting, STOP HITTING YOURSELF WITH IT. In the case of the police, do what you're damn supposed to do, always, and they might be in a better mood.

And even if they aren't, you would sure as hell have a clearer case against them.

Mr. Leonie didn't deserve the treatment he got. But he did deserve to be arrested, and the fact of that gave the police an excuse to get away with what they did.

My sympathy level is rather wishy-washy in this case.

they didnt excercise authority, they used excessive force and bashed the shit out of him. Its called police brutality, and its on the rise throughout america. youre a fool. Im sure if it was you, youd be sitting there saying, well, I deserved it because I thought they just wanted to get past me. idiot idiot idiot. - hopefully it will happen to you or someone you care about..

"in some statutes, "shall" is a direction but does not mean mandatory, depending on the context."

So, it's vague and you should ask why they don't use "must".

86143 i don't believe that people are trying to justify the illegal detention,beating,arrest and another beating of a man with a disability,who is again beaten,in a hospital,in the presence of doctors and nurses who could have brought all of this to an end.The police then went on to continue the cover-up by cutting the video link to the magistrate after the man tried to ask for help,this is a terrible travesty of justice of which we have seen many here in europe,the first case that comes to mind is a case called "the birmingham six",their torture and imprisonment is well documented.This man needs a review of this case,it is a terrible miscarriage of justice and an abuse of power.
