Private investors gambling with their own money is entirely moral and entirely ethical, the money is theirs. The same cannot be said for governments, whose entire wealth is acquired through theft at gunpoint. Just because they use some of the stolen loot to buy support through corporate welfare and government handouts doesn't make it right. The more these criminal governments expand, the more they need to steal (through taxes and inflation) to keep the ponzi scheme going, hence the inevitable collapse of every empire and every regime.
