Was this a Freudian slip? Did he just admit these things are all about LOWERING population levels? Does he think the population is too dumb to understand what he was saying?

I know what it sounds like, but I can kinda explain this. If you look up the government's documents on how to get rid of all the "excess people" they feel we have as a country, one of the points it raises is this: People in some parts of the world can reasonably expect at least one of their children to die young, probably two. So they have more children so that when they're to old to make any more, they'll still have a few left. Their thinking then goes that if the children were vaccinated and had health care the people would be less inclined to have so many children, and therefore the population would lower. Look up NSSM 200 (maybe 2000, I forget). Also look up Henry Kissinger if you want info on the government's plans to lower population. Kissinger said that there are basically three ways to handle this "problem. You must lower either the birth rate or raise the death rate, or both. Well this article points to and example of the "friendly" path. In the remainder of this year and next we'll see some good examples of the "less than friendly" path.
Note also: I have done the calculations myself and the entire population of the world could fit more or less comfortably in a landmass the size of Texas. This would give each 4 people about 20 square feet of apartment and a small household garden, and a very small little lawn. And including room for roads and few places like City Halls, etc. There is no overpopulation. There is, however, crippling overconcentration.
