No let-off for a mother in diabetic parking ticket row

A MOTHER who stopped in a no-parking zone when her diabetic daughter was having a hypoglycaemic attack is being forced to pay a £40 parking fine.

Kim Horrod said her daughter Nicole, 16, was slipping into unconsciousness as they drove along Lea Bridge Road, Leyton.

Nicole is insulin dependent and needs to balance her intake of insulin, amounting to four injections a day with food, or her blood sugar levels fall dangerously low.

Ms Horrod, who works at WJ Horrod Ltd in Lea Bridge Road, claims she stopped the car for just long enough to buy glucose tablets in the pharmacy, and a packet of crisps to back up the sugar pills with carbohydrates.

When she returned to her daughter she found a parking ticket had been stamped on her windscreen as Nicole sat inside.

She said: "We were probably there for five minutes. When she gets a hypo, her blood sugar is so low you cannot get her out of the car, and she cannot even co-ordinate putting the dextrose in her mouth herself."

Ms Horrod called Waltham Forest Council to contest the fine and as she was due to go on holiday the following day, she waited until she returned to appeal in writing.

However, without a letter from a GP, her appeal was rejected for being insufficient grounds.

Ms Horrod said: "I cannot believe that the council would do this when my daughter has a disability.

"I do not have a problem with paying the £40 but they are knocking people left, right and centre. They have got no sympathy for someone who lives and works in Waltham Forest.

"It is not like I was causing a danger because there are parking bays on the other side of the road, but I could not park up and leave my daughter in the car when she was like that. I just needed to stop and get her glucose."

A council spokesman said: "The council did receive an objection to this ticket but the onus is on the defendant to provide a supporting letter from their GP if a medical condition is involved."
