Private and charter campuses dominate the list of schools in San Diego County with the highest vaccination exemption rates, according to the California Department of Public Health. An analysis of the data by U-T San Diego shows that while those schools teach about 13 percent of the region’s kindergartners, they account for nearly 38 percent of personal-belief exemptions filed for the 2014-15 school year.
