Hagan, 34, of Summer Ridge Loop, Sunset, allegedly responded in the fall of 2011 to a report of a crime in downtown Lafayette. Two women witnessed the crime and reported it.
Hagan, the first officer to respond, insisted on giving one of the women a ride home, according to a civil lawsuit she filed. Upon arriving at her home, the woman alleged that Hagan blocked her doorway and began fondling, groping and forcefully kissing her, the lawsuit states.
